Escalated Reporting Framework

The cross-system statement published in July 2023 set out initial proposals to resolve issues arising in the local audit system which may lead to local bodies or audit firms being unable to meet the statutory deadlines introduced by the Ministry of Housing, Communities and Local Government.
Following the Government legislating for the introduction of statutory backstop dates for local bodies to publish audited accounts, the FRC has now opened the Escalated Reporting Framework. Its principal objective is to provide early intelligence where issues arise that could lead to local bodies being unable to meet these statutory backstop dates.
The Escalated Reporting Framework will also support the FRC as system leader in regularly monitoring progress with the delivery of local audits, as well as identify emerging system-wide issues and risks and coordinate mitigating activity in a timelier manner.
In its initial focused rollout, the Escalated Reporting Framework will be open to audit firms to engage with the FRC ahead of the following backstop dates:
- 13 December 2024: Financial years up to and including 2022/23
- 28 February 2025: Financial year 2023/24
The FRC will provide further information on the rollout of the Escalated Reporting Framework to include other statutory backstop dates in due course.
