Financial Reporting Council appoints John Stewart and Sir Brian Bender to its board

John Stewart and Sir Brian Bender have been appointed to the FRC Board as of 1 March 2014.


John Stewart is chairman of Legal & General Group PLC and has held many senior roles in Financial Services in the UK, Europe and Australia. John will also join the FRC’s Codes and Standards Committee.

Sir Brian Bender is a former Permanent Secretary at the Department of Trade and Industry/Business Department and has held many other senior roles in UK Government including Head of European Secretariat at the Cabinet Office. He is currently Chairman of the London Metal Exchange.

Commenting on the appointments, FRC Chairman Baroness Hogg said,

“I am delighted to welcome John and Sir Brian to the FRC Board. Between them they have a wide knowledge of international capital markets and their regulation, and will bring highly valuable insights to the FRC Board.”

  1. The FRC is responsible for promoting high quality corporate governance and reporting to foster investment.  We set the UK Corporate Governance and Stewardship Codes as well as UK standards for accounting, auditing and actuarial work.  We represent UK interests in international standard-setting.  We also monitor and take action to promote the quality of corporate reporting and auditing.  We operate independent disciplinary arrangements for accountants and actuaries; and oversee the regulatory activities of the accountancy and actuarial professional bodies.

Sir Brian Bender - Sir Brian Bender KCB is a retired British civil servant, who served as the Permanent Secretary of the Ministry of Agriculture, Fisheries and Food (later the Department for Environment, Food and Rural Affairs) and the Department of Trade and Industry (later the Department for Business, Enterprise and Regulatory Reform). His many senior roles in UK Government included Head of European Secretariat and then Permanent Secretary in the Cabinet Office. He became Chairman of the London Metal Exchange in April 2010 and is a Governor of Dulwich College.

  3. John Stewart - John Stewart was appointed Chairman of Legal & General Group plc on 1 March 2010. He has extensive experience of financial services. He is a member of the Court of the Bank of England and is also the Chairman of Guide Dogs for the Blind. He was previously a director of the Telstra Corporation; a member of the Australian Federal Attorney General’s Business Government Advisory Group on National Security; a Member of the Australian Prime Minister’s Task Group on Emissions Trading; Chief Executive of Woolwich (1996-2000); Deputy CEO of Barclays (2000-2003); and Chief Executive of National Australia Bank (2004-2008).
